Abstract: The war will end at a certain moment, hopefully followed by negotiations and a durable peace agreement. For the latter, it is important to know Putin’s motivation for having started the war. It is my view that his motivation has not much to do with Russian “expansionism” (let alone “imperialism”), but with a perception of insecurity due to NATO expansion. If that is correct, the solution (at least in the short and medium term) consists of making Ukraine neutral. In the longer term, we should establish a more durable European collective security order that includes both Ukraine and Russia.
Tom Sauer is Professor International Politics at the Universiteit Antwerpen (Belgium). His main expertise is international security and more in particular nuclear weapons. He has published nine (edited) books, dozens of peer-reviewed articles, and hundreds of op-eds. He is a member of the Pugwash Conferences on Science and World Affairs, and received the Rotary Alumni Global Service Award in 2019.
